Regretter conveys both regret for a past action and missing something or someone. Saying je regrette alone can mean 'I'm sorry' in a formal, almost stiff register — it was famously used in Édith Piaf's title Non, je ne regrette rien. For missed people, regretter quelqu'un means to miss them dearly.
