Rare behaves just like English 'rare' for scarcity, but for meat bien cuit (well done) and saignant (medium-rare/rare) are the culinary terms — rare alone doesn't carry that sense. Rarement is the adverb ('rarely'). The phrase c'est rare expresses that something seldom happens.
