Honorable can mean genuinely worthy of honour (un homme honorable) or, more mildly, simply acceptable or decent (un résultat honorable = 'a decent result'). In formal address, Honorable is a title used for judges and certain dignitaries. The word is invariable in gender and the 'h' is aspirate, so no elision (un honorable, not l'honorable before a title).
