Handicapé can be used as both noun and adjective. Preferred contemporary usage favours personne handicapée (person with a disability) over the standalone noun, which some find reductive. Un handicap (the noun) is used in sports and general contexts; valide/non-valide are older contrasting terms now considered dated.
