Meilleur is the irregular comparative of bon (good), so it means 'better'; with the article, le meilleur means 'the best'. Don't confuse it with mieux, the comparative of the adverb bien (well) — you say un meilleur livre but je vais mieux. Meilleur ami (best friend) is an everyday phrase.
