Israélien (feminine israélienne) refers to the nationality or citizenship of Israel. It is distinct from israélite (an older term relating to Jewish heritage) and hébraïque (relating to the Hebrew language or culture). Capitalize only when used as a noun (un Israélien); the adjective is lowercase.
