Un cahier de brouillon is a rough/draft notebook; un cahier de textes is a student planner used to write down homework assignments. The 'h' is silent and the final 'er' sounds like 'eh'. Cahier also appears in les cahiers de doléances, the grievance books from the French Revolution.
