Arrêt means a stop or halt (bus stop = arrêt de bus) as well as a legal ruling or decree. Sans arrêt means 'without stopping' or 'constantly', a very common adverbial phrase. In law, un arrêt de la Cour de cassation is a binding judgment from France's highest civil court.
