Usage Note
Équivaloir is conjugated like valoir and is used almost exclusively in the third person: cela équivaut à means 'that amounts to' or 'that is equivalent to'. The present tense form is équivaut (not équivale). The noun équivalent and adjective équivalent are far more frequent in everyday use.

Natural Translation
His silence amounts to a refusal.
