Usage Note
Référer is almost always used reflexively as se référer à (to refer to, to consult). The non-reflexive en référer à (to refer the matter to a superior) is formal administrative language. Related: référence (reference), référendum (referendum). It follows the préférer conjugation pattern (accent changes in some forms).
Examples
"Il faut se référer au règlement intérieur."
