Paire refers to a matched set of two items (une paire de chaussures, 'a pair of shoes'). It is distinct from couple, which is used for persons or things that go together. The idiomatic phrase c'est une autre paire de manches means 'that's a different matter entirely' (literally 'another pair of sleeves').
