Usage Note
incomber is used impersonally or with an indirect object — il incombe à quelqu'un de faire quelque chose ('it falls to someone to do something'). It is a formal register verb, common in legal and administrative texts. It does not take a direct object; always use à before the person on whom the duty falls.
