Hors-la-loi is invariable: its plural is identical (des hors-la-loi). It literally means 'outside the law' and is used for someone who operates entirely beyond legal boundaries, stronger than a simple criminel. It can also function as an indeclinable adjective: un groupe hors-la-loi.
