Déclaration is used both for formal legal documents and personal avowals, such as une déclaration d'amour (a declaration of love). In administrative contexts it also means a tax or customs declaration, as in faire sa déclaration d'impôts (file one's tax return). The adjective déclaratif describes statements of this type.
