Compétent applies both to a person's skill (un médecin compétent) and, in legal or administrative language, to a body having jurisdiction (le tribunal compétent, 'the court having jurisdiction'). The feminine form is compétente. The noun is compétence, which can also be pluralised to mean 'skills' on a CV.
