Bouillant is the present participle of bouillir (to boil) used as an adjective — de l'eau bouillante is boiling water. Figuratively, bouillant de colère means boiling with rage. The feminine form is bouillante. Note the final -t is silent. The related noun ébullition means the boiling point or a state of ferment.
